Frequently asked questions for residents


  • What should I do if the fire alarm goes off?


    ​When the fire alarm activates you must exit your unit, go to the closest stairwell, proceed to the ground floor and exit the building. Do not congregate in the lobby. Wait outside until the Fire Department says you can return to the building.

     

    When the alarm activates, do NOT call the reception desk to ask if it is a real fire. The reception desk may be helping the Fire Department or people actually in need and your call distracts them from those duties. Your call also wastes your valuable evacuation time.

  • In case of emergency, I, or someone in my unit, would need assistance. What
    should I do? 


    If you or someone in your unit would need assistance during an emergency, ask the Harper House reception desk to add your name and unit number to the “Disabled Residents List.” In the event of an actual emergency, this list is given to the fire department. The fire department will help those individuals.

  • What should I do to prepare for an emergency or disaster? 

    The Baltimore City Mayor’s Office of Emergency Management website offers good information for disaster preparedness. Including:

    EMERGENCY INFORMATION SPECIFIC TO HARPER HOUSE:

    Water: Harper House water is supplied via Baltimore City pumps. If a citywide power outage occurred, those pumps would not be operating. In preparing for an emergency, Harper House residents should plan for an adequate water supply. Fill your bathtub with water to use for cooking, flushing toilets, etc. 

    Electricity: The Harper House has an emergency generator that operates a limited number of facilities, including reduced hallway lighting, one elevator and the fire alarm system.

  • What is Harper House "RoBo Call"? How do I get added to the Harper House RoBo Call list?

    Harper House uses One Call RoBo service to notify residents of important information. This computerized, autodialing telephone service delivers a message from Harper House Management to all residents, residents on a specific floor or a specific riser to notify them of:
         - Water shut off
         - Power outage
         - Elevator interruption
         - Parking lot issues
         - Or anything that needs to be conveyed in a matter of minutes

    A message from the Harper House One Call system will display 410.532.9100
     on Caller ID. If you miss the call, use that toll-free phone number to listen to the message again.

    The RoBo Call service Harper House uses is NOT a telemarketing system and your phone number is never given to anyone.

  • What should I do if I find bugs in my unit?

    Harper House provides exterminator service on the second and fourth Tuesday of each month. If you require this service contact the reception desk to be placed on
    the schedule. 


  • What should I do with my trash? 

    All household trash must be bagged, securely tied at the top and placed inside the trash chute in the trash room. No household trash should ever be left on the floor of the trash room. 

  • Which items are recyclable and where should I put them? 

    A list of
    acceptable recyclable material for Baltimore city can be found on the Department of Public Works website.

    Paper products should be put in the trash room, in the short, blue recycling bin on the floor directly under the trash chute. Glass, plastic and cans should be rinsed and then put in the tall, gray recycling container.

    Cardboard cartons should be broken down flat and placed in the trash room. 

    Any items not on the recycling list should be bagged and thrown directly down the trash chute.

  • How should I dispose of used medical items? (Such as needles and diapers.)

    For safety and environmental reasons, unused medicines should always be disposed of properly. Please visit the FDA website for information on proper medicine disposal including Medicine Take-Back Programs and Disposal in household trash.

    Needles should be put in a proper ‘sharps’ disposal container available from any medical supply store. If such container is unavailable, needles and other sharp items should be placed in a hard container with a lid (such as a milk carton, plastic food container, peanut butter jar, etc.) then placed in a trash bag before being placed in the trash chute. 

    NEVER place loose needles or sharp items in a trash bag where they can puncture the plastic and be a hazard. 

    NEVER throw loose sharp items in the trash chute where they can fall to the ground when the dumpster is being emptied. 

    Diapers should be placed in a plastic bag, secured at the top and placed inside
    the trash chute. 
    Used medical items should never be placed in any of the
    recycling containers. 

     

  • How do I dispose of:
    ​ - Old electronics? – Call the reception desk and request assistance
    - Items that are too big for the trash chute? – Call the reception desk and request
    ​ assistance
    - Bulk trash (such as furniture or appliances)? - Baltimore City picks up bulk
    trash items for disposal from Harper House on the 4th Wednesday of each
    month. YOU (the resident) MUST CALL 311 to place an order to have the items
    picked up. When you place your order, they will give you a confirmation number.
    On the day prior to the scheduled pick-up, call the Harper House reception desk
    for assistance moving the item(s) from your unit to the pick up location. (Items
    ​ must be placed outside before 7:00 a.m. on the day of pick up.) 

  • What is the smoking policy at Harper House? Can I smoke cigarettes in my unit? On my patio or balcony? In the garage or common areas?

    Harper House is a totally smoke-free building. No smoking is allowed anywhere inside the building, including the residential units, balconies, common areas, storage areas, garages, etc. Residents who moved into Harper House after August 2008 may not smoke cigarettes or allow their visitors to smoke in the building.

    If a resident lived in Harper House and was a smoker prior to August 2008, you may smoke in your unit only. However, you should be considerate of your neighbor’s health and make every effort to control the smoke by keeping your exhaust fans running and operating a High-efficiency particulate air (HEPA) filter.

  • Why is the water from my tap cloudy?

    Routinely tests of the sprinkler 
    system can cause water to the units to be cloudy. If you suspect this to be the cause of the cloudy water, let your tap run until it clears. NEVER LEAVE YOUR UNIT until all taps are TURNED OFF. If cloudy water persists, contact maintenance.

  • When is the heating / air conditioning available?  


    ​Harper House uses an efficient, sophisticated HVAC system that responds to the temperature of the outside air. A sensor on the roof measures the temperature and automatically activates the system when needed.
    The system is set to:

  • During the semi-annual window washing, which windows are washed? 

    All solariums and windows on the outside face of the building are washed.  Doors and windows on balconies are NOT washed. All window screens must be removed before window washing begins. Any windows with screens in will not be washed. If you need assistance removing/replacing the screens, please contact the reception desk.

  • I need to use the freight elevator. Should I let anyone know? 

    If you or your contractor needs to 
    use the freight elevator, contact the reception desk AT LEAST 24 HOURS IN ADVANCE to be added to the schedule.

    When a ‘moved in’ or ‘move out’ is 
    scheduled, the elevator is locked off for the duration of that move. Any additional pickups or deliveries arranged without prior notice to the reception desk will wait until that move is finished - possibly for hours.

  • May I leave a key at the reception desk? 

    The reception desk has a Secondary 
    Key Authorization file. A resident may leave a key in this file for family, contractors and domestic staff. The file contains an authorization sheet that MUST list the names of those authorized to sign out the key. If a person’s name is not on the list, they will not be given the key. The person receiving the key must sign for it. If you keep a key in this file, please update the authorization sheet regularly. Persons no longer authorized to have the key should be removed from the authorization sheet as soon as possible. [To access this form click on the button at the top left or

  • If Certified or Registered mail arrives for me, will the reception desk personnel sign for it? 

    A Harper House employee will only sign a receipt for certified or registered mail IF THERE IS A WRITTEN NOTE OF AUTHORIZATION from the resident consignee on file. (This eliminates the possibility of staff signing for mail the resident may not wish to receive.) 

  • Will the reception desk hold packages for me? 

    The Harper House reception desk receives numerous packages for residents every day. When a package arrives, the receptionist notifies the consignee straightaway. You can either pick up the package or have the doorman deliver the item to your unit. Since there is very limited space to store packages, you should pick them up or have them delivered to you as soon as possible. 

  • Why is condensation accumulating on my windows? 

    Condensation may occur if the air 
    conditioning is turned on in your unit and a window is open. Condensation can accumulate in the vents and on the walls and can damage the wall and wall coverings. 

    If you have closed the windows and/or turned off the A/C and the problem persists, the window seal may be 
    broken. Please contact maintenance.

  • What should I do if there is dirt or a spill on the hallway carpet? 

    If you see dirt or a spill on the 
    hallway carpet, please call the reception desk to report it. If the porters are able to clean it immediately we may avoid a carpet stain.

  • The hallway carpets are being cleaned. May I walk on it?

    While the method we use to clean our carpets does extract most of the water, it does take time for the carpet to completely dry. When possible, please keep traffic to a minimum until the carpets have a chance to dry.

  • Does my car need a parking sticker? 

    All cars garaged in Cross Keys 
    Village must be registered and display a parking sticker. An application form for a Harper House parking sticker is available by clicking on the button at the top left or

  • Where can I park my bicycle?

    There are bicycle racks in the B and C level garages. Identify your bike with your name and unit number. Unidentified bicycles will be removed for disposal.

  • Does Harper House have a Lost and Found area? 

    If you find or lose an item in the 
    common areas of Harper House, check with the reception desk. If you lost an item on the grounds, check with the HH reception desk and the Gate House.

  • Can I watch TV without having a cable service provider?


    You can access the Harper House TV antenna thru an outlet in your unit. (If you need help finding this outlet, call the reception desk.) The following channels are available thru the HH antenna:

  • What could I do to be a good Harper House neighbor? 

    - Read and follow both the Harper House ‘Rules and Regulations’ and FAQs. (To get a copy of the current Harper House rules and regulations ask the Management Office.) 
    Ensure the exhaust fan over your stove is clean and operating properly to avoid cooking odors filtering into hallways and neighboring units.
    -  Don’t dispose of coffee grounds in the kitchen sink. (Coffee grounds can collect in the pipes and cause serious drain blockage.)
    - Never store personal items in the aisles in the storage locker area. This is a violation of the fire code. The staff may discard items left in the aisles.
    - When you borrow a bellman’s cart, return it promptly. 
    Ensure your mailbox is closed and locked. (Unlocked mailbox doors stick out and can be very dangerous. Open mailbox doors can cause injury to residents and damage to clothing and other property.)
    When you order a taxicab for pick up, tell the reception desk you are expecting a cab. If you aren’t waiting in the lobby when the cab arrives, and the driver doesn’t know your name, they often leave. If the staff knows who ordered the cab, they can try to reach you.
    When exiting the building from the elevator lobbies on A, B or C levels, open the door carefully. Doing so may avoid hitting someone trying to come in. 
    When watering plants on your balcony or terrace please place newspaper or towels across the scuppers to prevent water from falling on to your neighbors below.
    Do not hang flower baskets or place potted plants on the metal coping on your balcony. Harper House experiences high winds that can cause plants to become airborne and possibly fall on someone below. 
    - Don’t delay the doormen with chores not related to doorman duties. Doorman duties include: providing security at the front door, assisting residents/visitors with packages, groceries and luggage, and delivering items to and from the units in a safe and speedy manner. Making other requests of the doormen can delay his return to his position at the door, and prevent him from completing his assigned duties.
    If you have groceries that you want the doorman to take to your unit, drop them off at the back door (accessible from the visitors parking lot), not the front door.

  • What could I do to be a responsible HH condo resident?

    Ensure the reception desk has the following information:

              - CURRENT home and/or cell phone number(s)
              - CURRENT emergency contact
              - CURRENT Family, friends, and contractors names in the Secondary Key
                Authorization file (i.e., persons authorized to sign out 
    your unit key.) [To

    Key Acceptance Form.]
    Register your pets. [To access this form, click on the button at top left or Pet Registration Form.]
    If you are a landlord, ensure HH has your information and information for your CURRENT tenant. 
    If your unit has a fireplace, supply the management office with a copy of the chimney inspection report. (The Harper House insurance carrier requires proof of these inspections.)
    Smoke detectors:
              - Test them monthly.
              - Change the batteries every six months. 
              - Ensure at least one of your detectors is a carbon monoxide detector (this is a
               Maryland State law.) 
    - Volunteer to be a member of the Board and/or one of the committees.
    - When using your washing machine, check the amount of detergent recommended for your washer and never use more. Using too much detergent can cause heavy suds; draining soapsuds can back up into the lower floor units and cause damage. Tide laundry soap creates a lot of suds. If you use Tide, use a little less than the recommended amount.
    - After every load of laundry remove the lint from your dryer. (Dryer lint is a common cause of fire.)
